This adventure makes extensive use of roleplaying encounters and skill challenges, with fewer tactical combat encounters. There is a substantial focus on politics and intrigue. The Tariff of Relkingham is written for 3rd level PCs, but contains advice for lowering or raising the starting level from 2-4.
