Citadel by the Sea is an AD&D gaming module for 4-8 characters, each of 1st to 3rd level. The fewer the characters available, the higher their levels should be. Characters should be well equipped, with at least one magical weapon apiece, but do not need any particular game experience. It is recommended that at least one ranger character and one elf character be members of the adventuring party, and that no player character be a half-orc. The Dungeon Master should read the entire module carefully before running this adventure; the events are laid out in the approximate order in which characters would normally encounter them, and the text builds the adventure as one reads through it.

Blibdoolpoolp views the kuo-toa as her children despite having been born after them. Like all good mothers, she nurtures and protects. One of her chief concerns is understanding the kuo-toaโs psychic affliction, which causes them to undermine themselves whenever they strive for greatness. She discovers that a corrupted elder brain deep in the Underdark has a connection to the race; though the connection gives them psychic powers, it also turns them into powerless thralls, explaining their self destructive behaviors. Constrained by the same leash on her children, Blibdoolpoolp seeks adventurers to destroy the elder brain. Its death would free the kuo-toa, but potentially at great cost: if the kuo-toa lose their powers, will Blibdoolpoolp die?

For years the Count of Durwall Keep ruled over the land fairly and with justice. That ended during the Bloodrayne Conflict when the castle was felled by troops loyal to General Bloodrayne. In the many years that followed the triangular keep has fallen into a sordid state of disrepair. The keep used to hold mighty coffers of treasure for the Count and for the Emperor as well. A stronghold was built under the keep to secure said treasure and perhaps some treasure may still remain in the depths of its dungeons. Recently itโs been said that the Snaggletooth tribe of kobolds has seized the fortress and is using it as their home. It is also rumored that there may still be undiscovered treasure located in the dungeon of the keep. Faint echoes of the missing Orb of Ruler ship are still heard.
