Sarkt is an illithid sorcerer. It was cast out of its community for its heretical studies (Sarkt was in fact, lucky to escape alive). Sarkt dwells in the subterranean ruins of an ancient shrine to Blibdoolpoolp, the crustacean-headed deity of the kuo-toas. This shrine lies on the fringe of a region controlled by kuo-toas, but since Sarkt's arrival, the fishmen avoid the area. The story takes place in a village in Ravenloft. The party has been invited to accompany the young couple Burgomaster Alexandru and Mihaela Nichitovich [ni-KEE-toh-vich] of the hamlet of Nichitovia [ni-kee-TOH-vee-uh] to Rosenwald, a deeply religious community. Alexandru has asked the priests of Rosenwald to conduct a traditional ritual to gain him the favor of the Morninglord for his tenure as burgomaster. This is a ritual all burgomasters traditionally receive, including his late grandfather, who is entombed at Rosenwald. Father Petre and Sister Elena of the church of the Morninglord loosely run Rosenwald. They offered to throw Alexandru a banquet at the House of the Morninglord before the ritual, set to take place during the next full moon. However, all of the clergy have secretly become afflicted with the aswang curse. Father Petre is a halimaw and Sister Elena a kubot, both of whom gained their powers through dark pacts with demon lords of the Abyss. The other priests and acolytes are busos, survivors of encounters with roaming tigbanuas, who found sanctuary with Petre and Elena. The pair refer to these busos as their flock, and plan to feast on the guests after the banquet.

Now the Dragon's Tear once more flickers in the sky, and the glass gates on the mountainside beckon. The goddess Erathis has never seemed the sort to demand the sacrifice of mortals in exchange for safe trade routes, but that’s exactly what her high priest has demanded. When a local ruler asks the characters to investigate the high priest, a chain of events is set in motion that could shake the city of Wyllea, and the church of Erathis, to its core. This adventure makes extensive use of roleplaying encounters and skill challenges, with fewer tactical combat encounters. There is a substantial focus on politics and intrigue. The Tariff of Relkingham is written for 3rd level PCs, but contains advice for lowering or raising the starting level from 2-4. It also contains a system for calculating an advantage or disadvantage in the final fight based on the players' actions during the adventure. Pgs. 83-103
