The heroes arrive at the eponymous Keep on the Borderlands, a fortress on the edge of civilization built to stave off the chaos and evil of the wilderness. Using it as a home base, a party can make forays into the surrounding wilderness, encountering monster and marauder alike. The centerpiece of the adventure is certainly the CAVES OF CHAOS, a network of tunnels and caverns found in the walls of a nearby but isolated ravine. It is here that hordes of evil humanoids have made their home. Citadel by the Sea is an AD&D gaming module for 4-8 characters, each of 1st to 3rd level. The fewer the characters available, the higher their levels should be. Characters should be well equipped, with at least one magical weapon apiece, but do not need any particular game experience. It is recommended that at least one ranger character and one elf character be members of the adventuring party, and that no player character be a half-orc. The Dungeon Master should read the entire module carefully before running this adventure; the events are laid out in the approximate order in which characters would normally encounter them, and the text builds the adventure as one reads through it.

Not even memories of past glory live on in the gentle hills around the village of Kusnir. The Thieves Guild Ebonclad has welcomed its newest team to the fold, assigned to the Keeper Reese Kincaid for instruction. The recruits are green, but capable. Their Keeper has devised a job for them to assess their talents. If his new team is successful, he gets some insight as to how his new Scraps operate, in addition to scratching something off his to-do list. If they die trying, well, then Reese has one fewer thing to worry about. The party must track down the slum thief Dale E’ssio, and reclaim valuables marked for the guild. Should anything unfortunate happen to Dale, there must be no evidence tracing things back to Ebonclad. The mission will require the party to enter Kintalla’s sewers to ultimately confront Dale E’ssio in a ruined slum house. Characters may have to explore the city while trying to get a lead on him.
Anandak, a red dragon, has taken over an abandoned dwarven stronghold as his lair. He has also assembled together a rough confederation of monsters to act as his bodyguard. Anandak is preparing to enter into an alliance with the Black Prince, the March Lord Draven. The plan is for Anandak's monster allies to terrorize the lands north and east of Knacker Knob while the Black Prince, on pretext of marching to the aid of Knacker Knob, take control of Knacker Knob and the surrounding region. An emissary from the Black Prince, Lord Gonzaga, is currently in the dungeon, and he is in possession of papers that might reveal the Black Prince's treasonous plot. The lair is horribly overcrowded because monsters of all tribes and gangs are gathered to take counsel with the red dragon. Monsters are sleeping in the hallways because there is so little room, and the antagonism between races is at flash point. The PCs may be able to fan these resentments into intermonster battles.
